Corporal Kamdev Prasad Singh, IAF Police, while serving at a Base Repair Depot in 1981, displayed exemplary courage and extra-ordinary vigilance in safeguarding the men and material of his unit.

On 19 Sep 81, Cpl Singh was on patrol duty along with JWO Vallabhan, IAF Police, and others. During their patrol duty, they observed some unusual movements near the perimeter fencing. These two airmen tried to chase the trespassers. In turn the criminals who were in a group attacked them. Consequently, JWO Vallabhan received severe injuries. The criminals were about to kill JWO Vallabhan when Cpl Singh rose to the occasion. He saved the valuable life of his colleague by opening fire at the criminals, displaying great courage and devotion to duty.

For his courageous, brave and timely action in the face of a group of criminals, to save the lives of his colleagues, the President is pleased to award Vayu Seva Medal to Corporal Kamdev Prasad Singh.

Squadron Leader Lath resolved the identification problem of stores of foreign make by hard work and study in depth. He established all the detailed information required in respect of the stores indented and then with the assistance of the staff built up a system whereby the required information is collected and suitably recorded. He also planned and put into effect a system of thorough scrutiny of 'Production Holds Up' demands and diligently progressed procurement action on them. He also evolved a method to ensure that locally procurable stores are always available by resorting to their purchase well in time. He has established a sound provisioning system at a big and very important Base Repair Depot of the Air Force.

Gp Capt Mritunjai Singh was on the posted strength of one of the Base Repair Depots Air Force on 14 Jul 86.

As Chief of Production, Gp Capt Singh with his dynamism, foresight and planning ability of a high order, succeeded in infusing the spirit of 'Excellence' as a watch word in the production culture at this Depot. Gp Capt Singh contributed immensely for its preeminent position as the BRD in Maintenance Command topping in production over successive years.

Gp Capt Singh took up repair of antenna post of a Pechora Squadron considered as damaged beyond repair in a road accident. Another outstanding feat was the repair carried out by the depot to modern ST-68U Radar and its power plant.

Besides normal production, enhancement of operational efficiency was the basic theme of the officer in his sustained efforts to render assistance to field units. This effort of the officer created a total confidence in the field units on the product support provided by this depot for sustained operations.

For his most significant achievement in the Depot, exemplary professionalism, hard work and dedication, the President is pleased to award Vishisht Seva Medal to Gp Capt M Singh.

Air Commodore Proteep Kumar Ghosh was commissioned as an Engineer in the Aeronautical Engineering (Electronics) Branch on 29 January 1963. He has held the appointments of Deputy Planning Officer in the Ministry of Defence, Command Systems Officer in Training Command, Command of Air Force Station Dalhousie, a Regional Air Defence Ground Environment System (ADGES) Maintenance Establishment (RAME) and a Base Repair Depot. As the first Commanding Officer of RAME at Guwahati Air Cmde PK Ghosh was responsible for overhaul and maintenance of Diesel Generating (DG) sets, air conditioning equipment and calibration of Test Equipment belonging to various ADGES and Flying units in the Eastern Sector. He had severe constraints in terms of manpower and equipment since the establishment for the unit was pending sanction from the Govt. Through his sound technical knowledge and leadership qualities he not only met all the assigned overhaul and calibration tasks, but also maintained over 85% average serviceability of DG sets in the field. Calibration of Test Equipment undertaken by him drastically reduced their down time in the field units. Further, during the flash flood at Hashimara and Panagarh in 1992, he averted total failure of the ADGES network through his timely technical assistance.

Air Cmde PK Ghosh was appointed the Air Officer Commanding of a Base Repair Depot (BRD) on 01 Feb 94. Though new to this assignment, he has already made a mark by indigenising a large number of critically required spares no longer available ex CIS countries. He also successfully contributed in bringing up the equipment at the Interim Test Range at Chandipur, facilitating the scheduled test launch of Agni Missile.

For distinguished service of high order, the President is pleased to award 'Vishisht Seva Medal' to Air Cmde Proteep Kumar Ghosh.

Wing Commander GP Singh (13823) AE (L) is on the posted strength of AFPMU C/o 7 BRD, AF wef 09 Aug 93. As STO of the unit he is primarily responsible for modification of Pechora Combat Squadrons with GEM equipment.

In the present day warfare ECCM plays an all important role of value addition to operational capacity of any AD element. GEM modification was developed by DRDL for enhancing the ECCM capability of Pechora MGR to make it comparable to the best available in the world today. The officer could master the modem digitised circuits of GEM kits through total dedications and utmost involvement. It is due to his technical acumen and sincere hard work that interfacing of this modification could be achieved smoothly. He has been responsible in overcoming very serious lacunae associated with the basic modification. Since inception the modification resulted into very poor sensitivity in the range channel. This problem could neither be solved by the DRDL nor BEL. Wing Commander GP Singh by virtue of his innate engineering skills and constant application solved this problem by suggesting introduction of isolators in the circuit. This has resulted in enhancement of operational effectiveness of combat equipment. He also set up Test Jigs for testing and repair of GEM, PCBs and sub assemblies thus obviating dependence on BEL.

Wing Commander GP Singh is also holding charge of senior production engineer of a production wing at 7 BRD. Under his leadership the wing successfully fabricated structure for integration of IFF with ATCR antenna and integration of Antenna mounting unit (AMU) of P-15 radar with P-18 radars resulting in enhanced low level capacity of the radar. For exemplary service of high order the President is pleased to award the "Vishisht Seva Medal" to Wing Commander G P Singh.

Air Commodore Ujagar Singh (12476) AE (L) was commissioned on 05 Dec 70 in the Engineering Branch of IAF. In his 30 years of distinguished service he was given several important appointments and commands viz. Senior Technical Officer of Pechora Missile Squadron, Command Guided Weapon Maintenance Officer, Commanding Officer of Guided Weapon Training Institute, Senior Engineer (Aircraft) of a Fighter Station, Chief Instructor (Technical) at College of Air Warfare and Commanding Officer of Ground Crew Examination Board. He is a graduate of Defence Services Staff College.

As the Senior Technical Officer of Missile Squadron, he incorporated certain modifications in Missile Guidance Radar, which enhanced its operational capability. During his appointment as Command Guided Weapons Maintenance Officer he very thoughtfully worked out several new procedures that improved the Serviceability State of operational units. For his distinguished service, the Chief of the Air Staff commended him in 1990.

In Sep 99, Air Commodore Ujagar Singh took over the command of a Base Repair Depot. He quickly identified the areas needing impetus, and with his foresight and intelligent planning, guided the Depot in the desired direction. In the years 1999-2000 and 2000-2001, the Base Repair Depot not only met the deadlines and completed the allotted task but well surpassed it.

He successfully indigenised the power unit (AD-20) of ST-68 Air Defence Radar. With his perseverance it was possible to indigenise a host of components of Russian origin. Thus, not only Serviceability State of operational units is maintained but valuable foreign exchange is also saved.

He boosted the morale of the Station personnel and kept them well motivated. Various welfare ventures of the Station were considerably improved upon. His Station won the awards for the best Station Medicare Centre of Maintenance Command, IAF in the year 1999 and again as the best in IAF in 2000.

For distinguished service of a high order, the Hon'ble President is pleased to award 'Vishisht Seva Medal' to Air Commodore Ujagar Singh.
